This paper reports on research that uses building performance simulation and uncertainty analysis to assess the risks that projected climate change poses to the thermal performance of buildings, and to their critical functions. The work takes meteorological climate change predictions as a starting point, but also takes into account developments and uncertainties in technology, occupancy, intervention and renovation, and others. Four cases are studied in depth to explore the prospects of the quantification of said climate change risks. The research concludes that quantification of the risks posed by climate change is possible, but only with many restrictive assumptions on the input side.

The government of the UK has set an ambitious target that all newly built homes be carbon neutral by 2016 and to achieving an overall 80% carbon emission by 2050. Carbon Trust in 2009 published a research revealing that non-domestic buildings accounted for 18% of the emissions in the UK. They argued that to achieve the targets of low carbon emission there is need for better building stock that are better used. The evaluation of the performance of buildings is therefore critical if the understanding of how they are used is to be known. This paper is a brief building performance evaluation of the newly build library at Queens University Belfast carried out during the summer of 2010. It employed the Post-Occupancy Evaluation (POE) methodology to assess its performance. The results reveal that despite the intelligent technologies in the building there was a mismatch between the measured data and the perception of users of its performance. The study suggests the need for further study for reasons of dichotomy of the data. This paper describes the Mobile Architecture and Built Environment Laboratory (MABEL) and its application for systematic building performance evaluation for compliance testing, commissioning, strategic and operational facility management and continuous improvement in the built environment.

The first part of the paper introduces the application areas of on-site building performance evaluation and discusses the shortcomings in this regard in current practice. It emphasises the need for on-site investigations to generate information on 'as built performance' for the 'feedback' loop between design, operation and occupancy of new buildings, retrofit or adjustment.

The second part introduces the Energy-Comfort-Behaviour Framework for 'across-the-board' building evaluation and discusses MABEL's role in this scheme. MABEL's objectives, procedures and the performance measurement matrix are explained and discussed.

The Mobile Architecture and Built Environment Laboratory (MABEL) was conceived upon the principle of investigating building environmental performance in situ. MABEL provides the first means of integrated, on-site measurement of the key aspects of internal built environments; energy, lighting, air quality, ventilation, acoustics and comfort using state-ofthe- art technology and instrumentation. The intention of this paper is to explain the how and what need to be measured in our buildings if we are to search of a genuine performance answer as well as the information to provide a solution. Several results of real building measurement are provided here, suggesting that a national program on 'as performing' is required if we are to proceed in a sustainable manner.

Investigating on-site building performance in architectural science is increasing. However, the simplest forms of measurement often lack any analytical support other than presentation on a time-series plot. Here, we present instrumentation and analytical tools to assist in reporting building performance. The intention is to explore formats for observing performance of buildings based on collected data. Sometimes data are presented directly, but more often, information is revealed by calculation. We introduce examples of tools pertaining to interior-exterior climatic comparisons, occupant comfort and thermal performance, such as weather data plotted against a neutral temperature so that adaptive model comfort tolerances can be illustrated. We plot the interior and exterior air condition on the ASHRAE psychrometric chart to understand conditioning requirements. Other tools calculate the ISO 7730 (Fanger) comfort model, and an adaptive model of comfort is provided for the interior measurements alongside an 80 – 90% comfort band. These tools add value to reporting data by displaying in several formats, so the researcher can observe and report quickly and clearly on the potential of various conditioning periods within a building.A case study is presented for a house in Darwin during the wet-season.

Healthcare design frequently involves complex concepts that are difficult to measure and evaluate because the building require a modern, quality, functional and therapeutic environment. For this specific reason, facilities management has become a very important support system to ensure smoothness in healthcare business. Facilities management in healthcare building is a complicated system involving multiple layers of administrative division and sub-divisions. Building performance such as building impact, function and quality prove to have significant impact on strategic facilities management. This paper will do an extensive review of strategic healthcare business management as a holistic approach and examine how facilities management can effectively manage their division with consideration and understanding of building performance. The correlation between strategic facilities management and building performance will be identified and a framework for strategic FM system with regards to building performance will be developed.
